Septier Cell Broadcast Early Alert (CBEA) is a mass distribution system designed to contact mobile subscribers via cell broadcast. It disseminates alert messages through mobile communications and can target specific geographic locations, ensuring messages reach only impacted areas. Utilizing standard interfaces based on the Common Alerting Protocol (CAP), the system distributes consistent alerts across multiple communication channels, including radio, television, landline telephone connections, the internet, sirens, and private networks.
